Short-Term Assistance Program for Rent, Mortgage, and Utilities 

The City of Dubuque is offering financial assistance to qualified Dubuque renters and homeowners whose income has been reduced due to the COVID-19 pandemic.

Applications are being accepted for the City of Dubuque’s Short-Term Assistance Program for Rent, Mortgage and Utilities from Dubuque residents who live in a rental property or own a home and whose income has been reduced 50% or more due to COVID-19. This program is funded by a federal grant and does include income and property eligibility requirements. Residents who qualify and receive the assistance will not have to pay back any funds they receive. This is a short-term assistance program and can assist with a portion of approved households’ rent or mortgage for up to $1,000 for three months. The program may also be able to assist with qualifying utility assistance.

Housing Choice Voucher Program

Voucher applications are open monthly for 24-hours on the second Tuesday of each month from 12:00 a.m. to 11:59 p.m.  

You may apply online by clicking below anytime between 12:00 a.m. and 11:59 p.m. on that designated Tuesday, or you can apply via phone, email, fax or in person at the Housing Department drop box anytime between 8:00 a.m. and 4:00 p.m. on that designated Tuesday.  Each month, all applications received on the second Tuesday are placed in a random lottery selection for placement on a waiting list.
