The Housing and Community Development Department has many programs to help meet the housing needs in our community. Whether you’re looking for a place to live, a loan to make home improvements, or a way to connect and contribute to your community, we’ve got you covered.

Our programs and services exist to enhance your quality of life and to create and sustain a community in which everyone has the opportunity to succeed and thrive. Our staff is excited to work with you and connect you to all of the programs that will benefit you and your family.

Housing Choice Voucher Program

PLEASE NOTE: The Housing Choice Voucher waiting list will not be opening in October 2023.  Please check back in November to view the status of the waiting list.  The waiting list will only open on the second Tuesday of each month for a 24 hour time period to accept applications.

Housing Choice Voucher waiting list applications are accepted for 24 hours on the second Tuesday of each month from 12:00 a.m. to 11:59 p.m.  Each month, all applications received are placed in a random lottery selection for placement on a waiting list.

Project-Based Voucher (PBV) Program

Seniors and persons with disabilities who are income-eligible may qualify for rental assistance at 17 specific units located at the Rose of Dubuque, an assisted living facility located at 3390 Lake Ridge Dr.

Coordinated Entry Resource & Referral Line

If you are experiencing homelessness or housing instability, please call the Coordinated Entry line at 1.833.587.8322 to speak to a staff member who may be able to help.
