Vouchers for Seniors and/or Disabled

Project-Based Voucher (PBV) Program

The Project-Based Voucher (PBV) Program is part of the Housing Choice Voucher (HCV) program. It helps eligible individuals pay for rent in specific apartments at a contracted location.

Current Location

  • The Rose of Dubuque
    3390 Lake Ridge Drive
    An assisted living facility
  • 17 one-bedroom units are available through this program.

How the PBV Program Works

  • The PBV is linked to the unit, not the person.
  • If you are approved and move into a PBV unit, you receive rental assistance.
  • If you move out of that unit, the assistance ends.

Who Is Eligible?

To qualify for a PBV unit at The Rose, you must:

  • Be 62 years or older or have a disability
  • Need help with daily living activities, such as:
    • Taking medication
    • Housekeeping
    • Cooking meals
    • Dressing or bathing
  • Children are not allowed in these units.

When to Apply

  • The PBV waiting list only opens when there are vacancies.
  • Applications are accepted on the third Wednesday of the month, but only if units are available.
  • The application window is open for 24 hours, from 12 a.m. to 11:59 p.m. (CST).
