Vouchers for Seniors and/or Disabled

The Project-Based Voucher (PBV) Program is a component of the Housing Choice Voucher (HCV) program. It provides rental assistance to tenants who occupy specific units at a contracted location. The current contracted location is The Rose of Dubuque, an assisted living facility located at 3390 Lake Ridge Dr. The contract includes 17 dedicated, one-bedroom, units. Applicants must meet specific requirements to be eligible for the PBV Program.

The City’s Public Housing Agency (PHA) and The Rose work collaboratively to refer applicants on the waiting list for designated PBV units when they become available. The PBV voucher differs from a regular Housing Choice Voucher (HCV) because it is tied to the unit, not the tenant. When a tenant is approved and moves in they are covered by the voucher, but if they would choose to move out of that designated unit, they would no longer qualify to receive rental assistance.

The following requirements must be met in order to be eligible for a PBV at The Rose:

  • Must be elderly (62+) and/or disabled
  • Must be in need of assistance for daily living activities such as medication management, housekeeping, preparing meals, clothing, and bathing. 
  • No children are allowed to live in these units.

PLEASE NOTE: The Project Based Voucher waiting list will ONLY open on an as needed basis to fill vacancies.  The Project Based Voucher (PBV) list will accept applications on the third Wednesday of the month as vacancies arise.

Project Based Voucher waiting list applications are accepted for 24 hours on the third Wednesday of the month from 12:00 a.m. to 11:59 p.m.  All applications received are placed in a random lottery selection for placement on the Project Based Voucher (PBV) waiting list.
