Sign Permits

Permits are issued for both temporary and permanent signs. Inspection and Construction Services works with the Planning Services Department throughout the plan review process for all sign applications. Please fill out the application form and submit all other required information attached to your application form for review.

Sign Regulations

Section 3, Article 15 of the Unified Development Code (UDC) sets forth the comprehensive regulations, conditions, and limitations under which signs may be permitted in the City.

Annual License for Sign Contractors

Sign contractors must obtain an annual license from Inspection and Construction Services. The City of Dubuque will only issue sign permits to contractors who obtain a Sign Contractors License.

Sidewalk Sign Permit

Portable Freestanding (Sandwich Board) Signs

A permit is required for a business to place a portable freestanding sign, also known as a sandwich board sign, in the public right-of-way. Signs are allowed in specific zoning districts and limited to one per business storefront. The signs must be placed within one foot of the building facade, and the advertisement on the sign must reflect the business for which the sign is permitted.
