Important Changes Regarding Utility Billing

Beginning with the August billing cycle, the City of Dubuque has transitioned to a new utility billing system. Customers will notice a new look to their utility bills, whether they receive them by mail or electronically.

What you need to know about this transition: 

  • All customers wishing to pay online must create a new login for the new customer portal. Both your account number AND a new customer ID are needed to create a login in the new system and are found on the top left of the new utility bills. 
  • Customers can continue to pay online using the new system, or may instead switch to Automatic Clearing House (ACH*) payments. Customers who choose this option will not have to create a new account with the new system, unless they wish to do so to monitor their water usage or view their bill online. 
  • Auto Pay customers who previously set up Auto Pay through WaterSmart, must re-initiate them in the new system. Since WaterSmart is no longer active, please contact Utility Billing to disable your previous Auto Pay to avoid double payment. 

* ACH payments allow customers to have their monthly utility billing payment withdrawn directly from their financial institution account on the utility bill due date. 

The City of Dubuque Utility Department provides the following services: 

  • Water
  • Sewer
  • Stormwater
  • Refuse & Yard Waste Stickers

There is always a utility bill associated with a property unless the property has no impervious (non-absorbent) area and no water service line. Inactive water accounts are subject to a monthly minimum water bill and monthly stormwater charge. Utilities are billed monthly.

The City offers income-qualified residential customers a reduction in monthly fees for all four City utilities (water, sanitary sewer, refuse collection, and storm water) of up to 50% of the base rate. Learn more today!
