Utility Billing


To reduce potential spread of COVID-19, the City of Dubuque has suspended all face to face and in-person payment transactions until further notice. Payment options during this time include:

  • ACH (Automated Clearing House) and e-check automatic bill payments will continue as regularly scheduled.
  • Payments may be made online at www.cityofdubuque.org/payment. Payments can also be made by phone 24/7 by calling 563.589.4144 and then selecting option #1 for phone payments. E-check payments will have no fee. Credit cards will have an applicable transaction fee.
  • Checks can be mailed to: Utility Billing, City Hall, 50 W. 13th St., Dubuque, IA 52001.
  • At drop boxes located outside City Hall at the 13th Street entrance (please do not put cash in the drop box).
  • Cash payments will not be accepted.

The City of Dubuque has suspended water shut-offs temporarily. In addition, late fees on past due utility bills are temporarily suspended.

Customers seeking assistance with applying or discontinuing service, signing up for financial assistance, or other questions may call the City’s Utility Billing Department at 563.589.4144 between 7 a.m. - 5 p.m. Monday through Thursday and 7 a.m. - 1 p.m. on Fridays.

Short-Term Assistance Program for Rent, Mortgage, and Utilities 

The City of Dubuque Housing Department is offering financial assistance to qualified Dubuque renters and homeowners whose income has been reduced due to the COVID-19 pandemic. This program is funded by a federal grant and does include income and property eligibility requirements. Residents who qualify and receive assistance will not have to pay back any funds they receive.

Payment Plan Option

Residents who receive assistance through the Short-Term Assistance Program are also eligible for a utility bill payment plan. Payment plans are customized and developed with the Utility Billing staff. The process does not require any additional forms. For more information, email Utility Billing or call 563.589.4144.


City of Dubuque Utility Department provides the following services for the citizens of Dubuque. 

  • Water
  • Sewer
  • Stormwater
  • Refuse & Yard Waste Stickers

There is always a utility bill associated with a property unless the property has no impervious (non-absorbent) area and no water service line. Inactive water accounts are subject to a $5 monthly minimum water bill and monthly stormwater charge. Utilities are billed monthly. 


WaterSmart is Dubuque’s free water management tool and online payment portal for water customers. With WaterSmart, you can view and pay bills, track daily water usage, see how your usage ranks compared to similar households, and more.
