FAQs and Troubleshooting

Can I submit a paper application?

To simplify and streamline the Arts and Culture grant submission, all applications must be submitted online. PDF's of the application questions as they appear in the online form are available for download and printing to assist your grant writing process on the Operating Support Grant and Special Projects Grant pages. Once you begin inputting information into the online application form, you can save your work as you go by clicking the 'Save Progress' button in the upper right area of the form. You'll be prompted to create an account or log into an existing one in the City's CivicPlus Form Center.

Can I compose answers in a word processor, then copy/paste them into the application?

Yes. Using this approach has several advantages. You’ll be working with a tool you are more comfortable with. Text narrative fields in the online forms are a fixed size and you’ll be able to see more of your answer on the screen at one time when you are working in a word processor. You will have a backup of your answer that will remain on your computer. You can check the character count in your word processor as you go before pasting in; all text fields in the online have a limit of characters, including spaces, that will be accepted.

How do I return to my saved application in progress?

To get back to where you were:
  1. Go to the homepage, cityofdubuque.org.
  2. At the top of the page, click "Site Tools".
  3. From the drop down menu select "My Account"
  4. Log in using the username/email and password used when saving the application
  5. Select "Forms Center" on the left
  6. Find "Saved Progress" to complete the application.
NOTE: Applications with deadlines will not be able to be retrieved once the deadline has passed

Why did my attachments disappear when I saved my form?

Our system doesn't save attachments when you use the 'Save Progress' button. You should upload your attachments ONLY when you are ready to submit your final application.

What should I do if I'm having trouble with the online form?

Before you get too frustrated, check to see if you have done the following:
  • Ensure that you have filled in all required fields on a page of the form before proceeding to the next. If you do not have the information necessary to complete a field, we suggest inserting placeholder text like 'later' for the time being and return to that area later on.
  • Make sure you are using an updated version of your browser or try a different browser
  • Check that your attachments are not titled with special characters
  • Check to see that you have reattached your attachments if you are working from a saved form
  • Finally email jbrant@cityofdubuque.org or call 563-690-6059 if you have tried all of the above and still experience difficulties. We encourage applicants to familiarize themselves with the online application forms well in advance of the deadlines.
When are Arts and Culture grant applications due?
Arts and Culture Grant Applications for the FY22 (July 1, 2021-June 30, 2022) funding cycle will be due on May 17, 2021 for Operating Support and June 1, 2021 for Special Projects. Applications are due by 11:59 pm on those dates and access to the online application forms will expire accordingly.

Application guidelines refer to completing a Final Report. Where do I find that?

The Office of Arts and Cultural Affairs will generate Final Report forms when funding is disbursed. Final Reports are due within 60 days of the grant funding cycle. A Final Report is required of all grant recipients; failure to submit a final report may affect an organization's eligibility for future funding.

My question isn't answered in this FAQ. What do I do?
