Three members appointed by the Mayor with the concurrence of the City Council to four-year terms. The Human Rights Director is the Ex Officio Member.

This State-mandated commission provides original entrance examinations (appointments), conducts promotional examinations (promotions), and acts as an appeals board for civil service positions including police, fire, and public safety dispatchers.

The Civil Service Commission operates in accordance with Iowa State Code Chapter 400 and City of Dubuque Code of Ordinances Title 2 Chapter 2.
