DUBUQUE—THE KEY CITY The Architectural And Historical Resources of Dubuque, Iowa, 1837-1955: The report reviews the architectural and historic contexts and themes for the survey areas of Dubuque.
Phase I: Architectural and historic survey of the properties located in the Central Avenue, Washington, Jackson, and Elm Street areas north of the central business district. The survey areas comprises 31 blocks of primarily residential buildings in Dubuque's Couler Valley.

Phase I
Phase II: Architectural and historic survey of the Rhomberg/Eagle Point and Linwood neighborhoods. The areas are primarily residential and developed in the late 19th and early 20th centuries. The neighborhoods also contain examples of commercial, industrial, educational and religious properties of the same period.

Phase II
Phase III: The Commercial and industrial downtown area is the principal subject of the Phase III survey area. It represents a substantial mix or residential, commercial, and institutional buildings in the downtown area. The report traces the physical development of the commercial downtown over its history and identifies the influences which drove development. The survey includes a summary report for the Old Main Historic District.

Phase IV: The survey area includes the four primarily residential historic districts originally surveyed in 1977. The districts represent 4 out of Dubuque's 5 local historic districts. The districts are are also 4 out of Dubuque's 18 of National Register of Historic Places Districts.

Phase V: The survey includes three residential neighborhoods developed atop Dubuque's limestone bluffs. Fenelon Place, North Main and the Broadway neighborhoods represent some of Dubuque's best and widest range of mid to late 19th Century housing. The Fenelon neighborhood was the first of two neighborhoods in Dubuque to have created its own elevator service.
Phase VI: The survey area comprises the Couler Creek/Bee Branch Basin, Central Avenue to Pinard Street, 26th Street to the end of residential land use north of Aquin Avenue.  The Holy Ghost Church Campus and the former Dubuque Brewing & Malting and Brunswick-Balke-Collender Complexes are included in this survey.

Individual Building Surveys :  These surveys have been compiled as part of the 1973 Historic Sites Field Survey conducted by Larry Sommers, the 1978-79 Dubuque Architectural Survey/Historic Preservation Planning Project conducted by Bruce M. Kriviskey and the 2001 - 2015 Dubuque - The Key City Architectural and Historical Phased Surveys conducted by James E. Jacobsen.  In addition, several surveys have been prepared by Planning Services Department Staff as part of the Section 106 Review process.
