Pet Licensing and Ownership
The City of Dubuque's Animal Control laws protect both people and pets. Pet licensing is an important responsibility for pet owners, but it should also provide peace of mind. Licensing your pet allows Animal Control staff to identify pets and respond appropriately, helping lost animals get home quicker.
Pet Licensing
Dogs and cats must be licensed when they are six (6) months old or within 30 days of obtaining the animal. Licensing provides evidence that the animal has been vaccinated against rabies and also helps identify a pet if it goes missing. License tags must be attached to a pet.
The City of Dubuque sells dog and cat licenses through DocuPet, a firm that specializes in handling pet licensing services throughout the country.
Fees
Annual pet licensing fees are:
- $14 for spayed/neutered pets
- $34 for NOT spayed/neutered
- $16 delinquent fee
- $5 for replacement tag

Citations
Individuals who do not license their pets or do not properly display current City tags on their pets may be issued a civil citation, which will require a court appearance and be subject to fines.
Lost Tags
If a pet’s tag is lost, a duplicate may be purchased from DocuPet.
Transferring Licenses
Licenses/tags are not transferable from one pet to another or from one owner to another. If a pet is sold, given away, or dies, this should be reported to Animal Control at 563-589-4185, and the new owner must license the pet in their name. Owners are responsible for providing Animal Control with this information.

Pet Ownership
Rabies Vaccinations
All dogs and cats must be vaccinated for rabies when they are six (6) months old.
Animal Bites
All bites must be reported to the Health Services Department by calling 563-589-4185. An investigation will be conducted. The animal may be confined for 10 days at a veterinarian clinic, or the animal may be observed with home confinement if it meets very specific criteria and is approved by the Animal Control Officer.
Leash Law and Impoundment
Animals must be leashed OR restricted to not go beyond the owner’s property line. Pets must be leashed at all times when off the owner or keeper’s property except at the City's Pet Park or John G. Bergfeld Recreation Area for water retrieval exercise. Unleashed pets accompanied by the owner while jogging, cycling, visiting parks, etc., violate City regulations.
Dogs and cats running “at large” will be impounded at the Dubuque Regional Humane Society, 4242 Chavenelle Rd. The owner will be charged a $30 fine for a first offense, and $60 for each additional offense.
Pet Waste Disposal
Pet owners must pick up all droppings deposited when walking their pet on public walks, recreation areas, or other private property. Pet owners must keep personal property free of pet waste. Waste must be removed immediately and disposed of properly.
Guidelines for Pets in Public Areas
The City of Dubuque strives to be a pet-friendly community. There are many public areas where pets are allowed to be on leash, and a handful of areas where pets are not allowed or must remain inside a vehicle.
Pets are allowed ON LEASH at all City parks, parkways, trails, or open spaces, unless there is a prohibitory sign posted. Service animals used by persons with disabilities are an exception.
Pets are NOT allowed at:
- Bunker Hill Golf Course,
- Sutton Pool,
- Flora Park Pool,
- Veterans Memorial Plaza at McAleece Park and Recreation Complex,
- fenced-in sporting areas including courts, fields, rinks, arenas, skate parks, playgrounds, recreational areas designed for use by children,
- and areas where a prohibitory sign is posted.
Dogs and cats are allowed to remain inside vehicles in the following parks (as long as they stay in the vehicle and have access to water and shade):
- Eagle Point Park
- Marshall Park and Dubuque Arboretum and Botanical Gardens
- Murphy Park
Dogs are allowed off leash at the City’s Pet Park located on N. Grandview Ave., adjacent to Bunker Hill Golf Course. The park is fenced and offers separate areas for large and small dogs. Park hours are 8 a.m. to 8 p.m. daily. The Pet Park has a $1 daily fee per pet. Annual passes are available for $25 for Dubuque residents or $35 for non-residents. Prohibited Animals
City Ordinance prohibits the keeping, sheltering, or harboring for any purpose within the City of Dubuque, any dangerous animal, as defined in Section 7-6D-1.
Dangerous animal includes, but is not limited to, the following:
- lions, tigers, jaguars, leopards, cougars, lynx, and bobcats;
- wolves, coyotes, and foxes;
- badgers, wolverines, weasels, skunks, and mink;
- raccoons;
- bears;
- all apes, baboons, macaques, monkeys, and chimpanzees;
- alligators and crocodiles;
- scorpions;
- snakes and reptiles that are venomous;
- snakes that are constrictors, with the exception of sand boa constrictors and some ball pythons (see City Code Section 7-6D-1 C, 9);
- Gila monsters;
- opossums; and
- any crossbreed of such animals which have similar characteristics of the animals specified above.
