PEG Access Channel Operator Equipment Grant Application

  1. The PEG Access Channel Operator Equipment Grant is dedicated to supporting the operations of the City of Dubuque’s public, educational, and governmental (PEG) access channels. Channel operations include but are not limited to the maintenance of broadcasting equipment, scheduling of PEG programming, the creation of PEG programming, and general daily support of PEG channel operations.

    Through this opportunity, equipment is funded to organizations that operate and produce content for one of Dubuque’s PEG channels.

    Please review all grant details and the full terms of agreement, prior to beginning this application. Applications can be submitted for review at any time, however operators are encouraged to submit applications by February 23, 2025 at 11:59 p.m., to be considered during the Cable TV Commission’s yearly review of Community PEG Equipment Grant applications.

    Following review, the Cable TV Commission will recommend funding, partial funding, or not funding. Their funding recommendations will go before the Dubuque City Council for final approval.

    Below is an overview of application materials:  

  3. Upload an equipment list that includes the product name, model number, and quantity for each requested item.

    Subscription-based software is not applicable through the PEG Access Channel Operator Equipment Grant.

    Computers and laptops may be requested; however, applicants must receive direct quotes from a reseller or distributor. Quotes must include built specs suggested by a computer specialist based on the video performance needs. Please include contact information and a reference number for each quote.

  4. Provide an explanation about how the requested equipment will be used and assist in the production of channel programming or channel operations.

  5. Upload documentation that includes quotes for each item from three different vendors. If a vendor does not carry a specific item, you may either:

    1. Provide a quote for a similar or alternative item from that vendor, or
    2. Obtain an additional quote from an alternative vendor.

  6. Upload a proof of quote for each vendor. 

    Quotes must come directly from the vendor or their website and must include the requested items, prices, and quantities. A PDF of a shopping cart is an acceptable proof of quote, provided it clearly shows all required details.

    You may also try contacting the vendor for assistance with creating a proof of quote. 

  7. Excluding shipping and taxes, please include the total cost for the requested equipment from the lowest quoted vendor(s).

    Provided totals must match amounts in proof of quotes. 

  8. Acknowledgement of Grant Details and Terms*

    I acknowledge my responsibility to read and understand the details and terms of the PEG Access Channel Operator Equipment Grant. If awarded, I am prepared to accept the terms, which include but are not limited to: 

    • Equipment is used solely for non-commercial purposes.
    • Channel operator oversees daily operations of a PEG channel.
    • A minimum of 20 programs with a cumulative of runtime of 90 minutes is produced yearly.
    • A year-end grant report is presented to the Cable TV Commission and includes:
      1. List of access programming created, including total run times and short description of each program.
      2. Video sample of programming created.
      3. Written report of how equipment was used for channel operations or production of video programming.
    • Recipient commits to producing content, including all key production elements, without the substantial use of artificial intelligence (AI) assistance.
    • All equipment is returned to the City of Dubuque if applicant fails to fulfill the terms of this agreement or ceases channel operations.
