Community PEG Access Equipment Grant Application

  1. The Community PEG Access Equipment Grant is dedicated to supporting the creation of video programming for the City of Dubuque’s public, educational, and governmental (PEG) access channels on local cable television systems. Through this opportunity, equipment is funded to up to 5 individuals and/or organizations each year with an interest in producing content for one of Dubuque’s PEG channels.

    Please review all grant details (PDF) and the full terms of agreement (PDF), prior to beginning this application. The deadline for this application is February 22, 2026 at 11:59 p.m. 

    Following the deadline, the Cable TV Commission will review applications at a meeting during which they will consider their support and approval of selected grant recipients.

  3. Consideration Process

    Commissioners will vote to recommend funding Community PEG Access Equipment Grant requests based off the following criteria: 

    • Eligibility requirements
    • Completion of application materials
    • Requested equipment supports the production of proposed access programming 
    • Applicant demonstrates sufficient knowledge regarding use of requested equipment

    Commissioners will review applications in advance of the public meeting to prepare for discussion. This review is informal and not scored.

    To support consistent preparation, Commissioners will refer to a shared set of review considerations. These are provided for applicant awareness only.

    Final selections will be made collectively during a public Commission meeting, where up to five applicants will be selected for funding and general reasoning will be shared.

    Please note, the Cable TV Commission serves as an advisory commission. Their recommendations will go before the Dubuque City Council for final approval.

  5. Eligibility: Located Within City of Dubuque Limits*

    Do you live in the City of Dubuque or is your organization’s principal place of business or regular meeting location within the City of Dubuque limits?

  6. Past Funding*

    Since February 2023, have you been awarded equipment by the Cable TV Commission through PEG funds? 

  7. Funding Scope and Requirements*

    The total requested amount for the Community PEG Access Equipment Grant may not exceed $5,000 per application for individuals or $10,000 per application for organizations.

    Awarded applicants with requests under $5,000 will be required to produce a minimum of 5 programs with a cumulative total run time of 30 minutes. Requests of $5,000 or above will be required to produce a minimum of 10 programs with a cumulative run time of 60 minutes.

    If a request to deviate from these requirements is submitted and approved, the approved changes will become the new required guidelines. The request to deviate must be included in the original application and outlined in proposal for programs.

  8. Please explain why you are requesting to deviate from the outlined programming requirements and provide a proposed alternative requirement. 

  9. Detail video programming you intend to produce with the support of this grant. Include program titles, descriptions of content, approximate lengths, and total number of programs. 

    Please refer to the Dubuque Cable Access Policy and Procedures Guideline (PDF) for acceptable programming. 

  10. Upload an equipment list that includes the product name, model number, and quantity for each requested item.

    Computers, laptops, drones, and subscription-based software are not applicable through the Community PEG Access Equipment Grant.

  11. Provide a short explanation about how the requested equipment will be used and assist in the production of your proposed list of programming. 

  12. Upload a proof of quote. 

    A quote must be provided for each listed item to confirm pricing. A proof of quote must come directly from a vendor or a vendor's website. The quote must show the requested items, listed prices, and quantities.

  13. Excluding shipping and taxes, please include the total cost for the requested equipment.

    Provided totals must match amounts listed in the proof of quote. 

  14. Confirmation of Pricing Limits*

    I acknowledge and understand the funding limits of this grant program and confirm that this application’s total requested equipment cost does not exceed those limits.

    If applying on behalf of myself as an individual, the requested amount does not exceed $5,000. If applying on behalf of an organization, the requested amount does not exceed $10,000.

  15. Acknowledgement of Grant Details and Terms*

    I acknowledge my responsibility to read and understand the details (PDF) and full terms (PDF) of the Community PEG Access Equipment grant. If awarded, I am prepared to accept the terms, which include but are not limited to: 

    • Equipment is used solely for non-commercial purposes.
    • The total required amount of programming be produced and aired within 14 months of receiving equipment.
    • A final grant report is presented within 18 months of receiving the equipment to the Cable TV Commission which includes:
      1. List of access programming created, including total run times and short description of each program.
      2. Video sample of programming created.
      3. Written report of any significant deviations from submitted programming proposal.
    • Recipient commits to producing content, including all key production elements, without the substantial use of artificial intelligence (AI) assistance.
    • All equipment must be returned to the City of Dubuque if applicant fails to fulfill the terms of agreement within 18 months of receiving equipment.
