[ARCHIVED] SUSPECT ARRESTED, CHARGES FILED IN TWO DUBUQUE ROBBERIES

Dubuque Police have arrested a subject related to robberies reported at American Trust and Savings Bank and at a Big 10 Mart convenience store.

On June 23, 2017 at 2:23 P.M. Dubuque Police received a report of a robbery that had just occurred at the American Trust and Savings Bank branch located at 280 Kennedy Rd.  A partial description of the vehicle the robbery suspect was believed to have fled in was provided by bank personnel. 

Cpl. Brian Jobgen of the Dubuque Police Dept. was responding to the robbery call and observed a vehicle matching the vehicle described by bank personnel heading northbound on Kennedy Road in the 2200 block.  Cpl. Jobgen initiated a traffic stop on the vehicle and pulled it over in the south side parking lot of the Walgreens Drug Store at 2260 Kennedy Road.  Cpl. Jobgen made the stop at 2:27 P.M.  The vehicle was occupied by a driver and a passenger who were detained while police were in the initial stages of investigating the robbery. 

The passenger in the vehicle, identified as Ryan M. Bandy, DOB 06/19/93, of Dubuque was subsequently identified as the subject who entered the bank and handed a teller a note demanding cash.  A search warrant was obtained for the vehicle Bandy was in and the money believed taken in the robbery was found and recovered.  Clothes matching those worn by the robbery suspect were also located on the floorboard under the seat Bandy had been sitting in.  Investigators located a knife with a 5-6 inch blade in the pocket of a coat found on the floorboard area.  The coat matched the description of the one worn by Bandy during the robbery. 

Bandy was arrested and charged with 1st degree robbery related to the American Trust robbery.  1st degree robbery is a class B felony punishable by a maximum of 25 years imprisonment. 

The driver of the vehicle accompanying Bandy has not been charged in the case at this point.

On June 22, 2017 at 7:31 P.M. Dubuque Police responded to a robbery reported at the Big Ten Mart, 1875 Kennedy Rd.  The subsequent investigation of that robbery, including review of video camera footage, identified the above Ryan Bandy as the perpetrator of that robbery also.  Bandy is charged with 2nd degree robbery related to the Big Ten Mart robbery case from last night.  2nd degree robbery is a class C felony punishable by a maximum of ten years imprisonment and a fine of at least one thousand dollars but no more than ten thousand dollars. 

Because investigators have not yet been able to make a connection of a dangerous weapon having been in Bandy’s possession during the Big Ten Mart Robbery, as has been made in the American Trust robbery, he is charged with 2nd degree robbery as opposed to the 1st degree robbery charge filed in the American Trust case.  Bandy is being held in the Dubuque County jail and will make an initial court appearance on both robbery charges on Saturday, June 24th

Both robbery cases remain under investigation and additional charges may be filed.
