On May 21, 2017, at approximately 10:20 p.m., Dubuque Police responded to 575 Almond Street after receiving information that a man with warrants for his arrest was inside.

On May 21, 2017, at approximately 10:20 p.m., Dubuque Police responded to 575 Almond Street after receiving information that a man with warrants for his arrest was inside. Officers conducted surveillance and determined Kelshawn M. Marshall (28) of 705 Lincoln Avenue, was inside. Marshall was wanted on felony warrants for Aiding & Abetting, Going Armed With Intent, and Weapon Possession. While officers were surveilling the residence, Marshall exited but was not compliant with officers’ repeated commands to stop and ran back inside.

While officers prepared a search warrant application and notified both negotiators and the tactical team, Polynesia Cowart (48) of 575 Almond Street, exited the residence and began yelling at officers. She was repeatedly told to stop and leave the area, but failed to comply. She was arrested for Interference With Official Acts and transported to the Dubuque County Jail.

The DPD Tactical Team executed the search warrant and took Marshall into custody without further incident. In addition to the arrest warrants, he was also charged with Interference With Official Acts. Marshall is being held in the Dubuque County Jail on a $50,000 cash bond. Cowart made her initial appearance before a judge this morning and was released pending her next court appearance. Officers also seized marijuana and crack cocaine from the residence. The investigation remains ongoing with additional charges possible.
