On May 2nd, 2017, at approximately 11:00 a.m., members of the Dubuque Drug Task Force, Dubuque County Sheriff’s Office, Homeland Security, and Dubuque Police Department executed three search warrants pertaining to a prostitution investigation that initiated several months ago and remains ongoing. Two of the search warrants were executed at The Flower Garden, 2600 Dodge Street, Unit C7, and at The 485 TuiNa Studio, 485 Locust Street, both in Dubuque. The third was executed at 2180 St. Celia Street, Dubuque, the residence of John Hart, owner of both businesses.

As a result of today’s operation and the ongoing investigation, Yanyan Zhao, 27, of 485 Locust Street, Dubuque, and Mingyan Li, 54, of Chicago, were both arrested and charged with Prostitution. Prostitution is an Aggravated Misdemeanor, punishable by imprisonment up to two years and a fine between $625 and $6,250. Both remain incarcerated in the Dubuque County Jail.

As mentioned above, the investigation remains ongoing and additional charges/arrests are probable.
