[ARCHIVED] Second Arrest Made in IHOP Robbery Investigation

On July 16th, 2014, the IHOP Restaurant (1785 John F. Kennedy Road) was robbed. Two individuals entered the store, displayed a handgun and ordered employees to the ground.

An undisclosed amount of cash was stolen. The subsequent investigation led to the arrest of Martinez A. Brimmer, 24, of Chicago, Illinois, on March 17th, 2015. Brimmer was charged with 1st Degree Robbery and remains incarcerated in the Dubuque County Jail.

The investigation remained active and ultimately led to the identification and arrest of the second suspect, James J.L. Wilcox, 22, of Chicago, Illinois, on October 15th, at 4:58 p.m. at the Dubuque Law Enforcement Center. Wilcox was charged with 1st Degree Robbery and is being held in the Dubuque County Jail on a $100,000 bond. First Degree Robbery is a Class B Felony punishable by up to 25 years in prison.
