[ARCHIVED] Local Teacher Named Iowa D.A.R.E. Educator of the Year

For the past eighteen years, Dubuque Roosevelt Middle School science teacher Joe Carter has promoted the core values of D.A.R.E. (Drug Abuse Resistance Education Program) in his classroom, school, and community. Despite facing much adversity as a youngster growing up in Chicago, Joe managed to persevere and has become a role model for countless children and adults in the Dubuque community. On August 4th, 2014, in Carroll, Iowa, Joe was proclaimed as the 2014 Iowa D.A.R.E. Educator of the Year. The Dubuque Police Department would like to congratulate Joe and thank him for his dedication and service to the students of the Dubuque Community School District and his support of the D.A.R.E. program.
