[ARCHIVED] Structure Fire Remains Under Investigation

On February 20th, 2014, at 2:44 a.m. a Dubuque Police Officer on patrol observed smoke coming from a building in the 1000 block of White Street.

On February 20th, 2014, at 2:44 a.m. a Dubuque Police Officer on patrol observed smoke coming from a building in the 1000 block of White Street. The Dubuque Fire Department was notified and a response initiated. The officer investigated further and determined there was an active fire at 1071 White Street. The officer evacuated all residents in the adjoining apartments (1055, 1055½, [1069 vacant], 1071 & 1073 White Street).

John Starks Sr., 45, of 1071 White Street, was located a short time later at Finley Hospital, seeking treatment for injuries suffered in the fire. He was later transported to the University of Iowa Hospitals & Clinics in Iowa City. A neighbor of Starks is also believed to have been injured in the fire, but left the scene prior to emergency personnel arriving and has not been located.

The apartments listed above sustained substantial fire, smoke and water damage rendering them uninhabitable indefinitely. The fire remains under investigation by the Dubuque Fire Department, Dubuque Police Department and the Dubuque Drug Task Force. The Dubuque Police Auxiliary also provided assistance at the scene.
