On April 23rd, 2013, at approximately 1:25 p.m., a Dubuque Police Officer was waved over in the area of Loras Boulevard and Bluff Street by a subject alleging he was just robbed. Raymond J. Edwards, 31, of Dubuque, reported that he was sitting in his parked vehicle in the 400 block of Loras Blvd. when a subject approached and pointed a gun at him. A struggled ensued over the gun, and ultimately the subject fled in a vehicle with the weapon. No one was injured during the struggle.

Based on the vehicle/suspect description provided, officers were able to relocate the suspect vehicle in the 700 block of West Locust Street. A felony traffic stop was conducted and both the subject and a gun believed to have been involved in the burglary & robbery were located. Based on the investigation, Diquan C. Frazier, 08/23/93, 629 Jefferson Street, Dubuque, was arrested and charged with Burglary 2nd Degree and Robbery 2nd Degree. He is being held in the Dubuque County Jail on a $50,000 cash bond. As with any criminal case, the charges filed are allegations and any suspect(s) charged are presumed innocent until convicted in a court of law.
