On February 24th, 2011, at approximately 9:48 a.m., Dubuque Police responded to 2995 John F. Kennedy Road to check the welfare of Shani K. Smith, 40, of that address after she failed to show up for work.
Smith was found deceased inside the residence and her death was declared a homicide. As a result of the ongoing investigation, the Dubuque Police Department and Dubuque County Attorney's Office have filed 1st Degree Murder charges on Smith's significant other, Teodoro Borrego, age 52, of the JFK Road address. Borrego remains incarcerated in the Dubuque County Jail, with a bond of $750,000. 1st Degree Murder is a Class A Felony punishable by life in prison.
