The identities of the two individuals involved in a fatal crash in the 2700 block of Windsor Avenue on Friday night are being released.
The driver, identified as Stuart K. Brown, 53, of 1630 Bies Drive in Dubuque, remains hospitalized at the University of Iowa Hospitals & Clinics in Iowa City. Brown’s passenger, Randy A. Scott, 48, of 17795 Peru Road #14 in Dubuque County, died as a result of the crash. The investigation is ongoing and no charges have been filed at this time.
