Dubuque Police arrested suspect Richard P. Kennedy 03/29/79 of Dubuque at 1010 Rhomberg Avenue at approximately 10:45 AM this morning.
Kennedy was previously identified as the suspect in yesterday’s Kidnapping / Robbery / Theft incident near Eagle’s Country Market (1800 Elm St.) and U.S. Bank (2196 White St.).
Kennedy is being held in the Dubuque County Jail on charges of Kidnapping 2nd Degree, Robbery 1st Degree & Theft 2nd Degree. Kidnapping 2nd Degree is a Class B felony, as is Robbery 1st Degree, and both are punishable by up to 25 years in prison. Theft 2nd Degree is a Class D Felony, punishable by up to 5 years in prison and/or a fine of $750 to $7500. Kennedy was also served additional, unrelated arrest warrants.
