The City of Dubuque, Iowa, has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) funding through the Iowa Department of Homeland Security Emergency Management (HSEMD) as a Subrecipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements, and conditions.

Special Flood Hazard Area Zone:
FEMA is conducting a floodplain review for this work site as it was damaged by flooding in spring, 2023. The approximately 0.57 mile-long sidewalk east of Volunteer Drive and adjacent to the Mississippi River is located within a regulatory floodway based on FEMA Flood Insurance Rate Map panel 19061C0242F, effective on 8/19/2013. Proposed work to restore sidewalk will not alter current floodplain or wetland values.
Proposed Work and Purpose:
City of Dubuque proposed to repair the damaged patches of the 0.57-mile long between Volunteer Drive and the Mississippi River. The total amount of work has repaired 17 cubic yards of concrete surface across the length of the sidewalk.
Project Alternatives:
Alternative #1 (No action): The 'no action' alternative would leave sidewalk in a damaged state, increasing danger for pedestrians and reducing recreational opportunities.
Alternative #2 (Relocation): This alternative is not practicable as the cost of relocation significantly exceeds the cost of spot repairs.
Alternative #3 (Repairs, with mitigation): Mitigation of sidewalk in this location has not been found to be cost-effective. The underlying base material has not been found to be damaged.
