Elm Street Southbound will be closed for sanitary sewer installation between E 11th Street and E 9th Street beginning Tuesday July 23 at 7 AM until further notice. During this time, E 10th Street will have a restricted entrance to Elm Street. Motorists are encouraged to follow the posted detour route to Central Avenue.
