[ARCHIVED] Dubuque Man Charged with Kidnapping & Sexual Abuse

On October 8th at approximately 4:10 a.m., Dubuque Police responded to 760 Fremont Avenue on the report of a disturbance involving a male and female. Officers arrived and determined the disturbance was still in progress inside apartment #4.

On October 8th at approximately 4:10 a.m., Dubuque Police responded to 760 Fremont Avenue on the report of a disturbance involving a male and female. Officers arrived and determined the disturbance was still in progress inside apartment #4. Officers gained entry to the apartment and located a male and female inside. The investigation revealed the female had allegedly been forced to remain at the apartment and was sexually abused therein. The male subject, identified as Scott Robinson 12/17/1977 of 760 Freemont Ave. #4, was arrested and charged with Kidnapping (1st degree) and Sexual Abuse (3rd degree). Kidnapping 1st degree is a Class A Felony, punishable by life in prison, and Sexual Abuse 3rd Degree is a Class C Felony, punishable by up to 10 years incarceration and/or a fine ranging from $1,000 to $10,000. Robinson is being held without bond in the Dubuque County Jail.

Dubuque Police are asking anyone with information regarding this investigation, or who may have had similar contact with Robinson, to contact Investigator Jeff Tupper of the Dubuque Police Department’s Criminal Investigation Unit at 563-587-3810.

As with any criminal case, the charges filed are allegations and any suspect(s) charged are presumed innocent until convicted in a court of law.
