How to Request a Tour

The City of Dubuque welcomes educational and community groups to tour the Eagle Point Water Treatment Plant. Tours are available Monday through Friday, depending on staff availability and operational needs. These guided visits offer a behind-the-scenes look at how clean, safe drinking water is produced and delivered to our community.

  • Schedule in advance: Tours must be requested at least two weeks before your desired date.
  • Submit a request: Complete the Tour Request Form online, or contact us by phone or email:
  • Provide a roster: A list of all attendees must be submitted at least three business days before the tour.

Tour Guidelines

To ensure the safety and security of all visitors and staff, the City of Dubuque requires all tour participants to follow the tour guidelines. Please review these guidelines carefully before requesting a tour.

Chaperone Requirements

  • Children under 5: One adult chaperone is required for every three children under age five, in addition to the standard chaperone requirements.
  • Elementary school groups: Must have at least two adult chaperones (preferably more), with additional supervision for younger children.
  • All groups must be accompanied by City staff at all times.

Visitor Requirements

  • All visitors 18 and older must:
    • Sign in upon arrival
    • Present a valid government-issued ID (college IDs are accepted)
  • Large groups may be divided into smaller groups to accommodate facility space and safety.

Security & Safety Policies

  • City staff reserves the right to decline answering any questions that pertain to facility security or that may, in their judgment, compromise the security of the facility.
  • City staff may cancel or end tours at any time due to safety or operational concerns.

Prohibited Items & Activities

Please do not bring or use the following during your visit:

  • Bags, backpacks, purses, briefcases, or fanny packs
  • Cameras or photography (including cell phone cameras)
  • Cell phone use during the tour
