ADA Reasonable Modification Policy Statement & Complaint Procedures

The American’s with Disabilities Act of 1990 (ADA) prohibits discrimination and ensures equal opportunity and access for persons with disabilities. 

Policy Statement

The Jule prohibits discrimination in employment, educational programs, services and activities on the basis of race, national origin, color, creed, religion, sex, age, disability, veteran status, sexual orientation, gender identity or associational preference. The Jule is committed to ensuring no person is excluded from participation in or denied the benefits of its services on the basis of disability. The Jule is required to make reasonable modifications to policies, practices, and procedures to avoid discrimination and ensure that their programs are accessible to individuals with disabilities.

Complaint Process

Any person who believes they have been subjected to discrimination under the ADA based on their disability may file a complaint with The Jule’s Director of Transportation Services, 950 Elm St., Dubuque, IA, Iowa 52001; by telephone (563-589-4196), or by email transit@cityofdubuque.org  within 180 days from the date of the alleged discrimination.

The Jule Director of Transportation Services is responsible for all operations of the transit system and is committed to assuring that all employees and services comply with The Jule and ADA policies. He/she will maintain a log of all ADA complaints, investigate promptly and utilize all resources available. If an ADA violation is found to exist, remedial steps as appropriate and necessary will be taken. The complainant will also receive a report of the findings and the actions taken. If The Jule Director of Transportation Services determines that no ADA violation is found, and the complainant wishes to appeal the decision, he/she may appeal. The Director of Transportation Services will follow-up promptly.  If an ADA violation is found to exist, remedial steps as appropriate and necessary will be taken. The complainant will also receive a report of the findings and the actions taken. Should The Jule receive an ADA compliant in the form of a formal charge or lawsuit, the complaint will be forwarded to The City of Dubuque’s legal counsel. All complaints received will be retained on file for a minimum of five years.
