Water & Resource Recovery Manager William O'Brien has been with the Department since 2007. As manager, he is responsible for the operations of the W&RRC, laboratory operations, and the City of Dubuque’s Industrial Pretreatment Program. Prior to his appointment as manager, William has served as Laboratory Technician, Operator, and Assistant Manager. He holds a Bachelor of Science degree in Environmental Science from the University of Dubuque. William is a member of the Water Environment Federation and the Iowa Water Environment Association.
