Auburn St. and Custer St. Reconstruction

This utility and street reconstruction project will include the reconstruction of the sanitary sewers, water main, and street on Auburn St. between University Ave. and Loras Blvd. and Custer St. between Atlantic St. and N. Algona St.

Catfish Creek Sanitary Sewer Improvements

The City of Dubuque is upgrading the Catfish Creek Sanitary Sewer system and lift station to improve performance, reduce the risk of sewer overflows, and support future development. These improvements will ensure our wastewater infrastructure continues to serve residents reliably for decades to come. The Old Mill Road Lift Station and Force Main Project is the first in a series of planned improvements to the system. Learn more about the planned Catfish Creek sanitary sewer improvements.

Dubuque Gate & Pump Station Flood Mitigation Project

The Dubuque Gate & Pump Station is a phase of the Bee Branch Watershed Flood Mitigation Project. It involves the construction of a new stormwater pumping station on Kerper Blvd. The facility will include a new flood gate, four new 100,000-gallon-per-minute pumps (double the capacity of the existing facility), new electrical service, and the installation of back-up generators. Green Alley Projects

During the 2025 construction season, the following alleys are scheduled for green alley reconstruction:

  • Alley between Central Ave. and White St. from 17th St. to 18th St.
  • Alley between Iowa St. and Central Ave. from 15th St. to 16th St.
  • Alley between Iowa St. and Central Ave. from 16th St. to 17th St. 

Iowa Amphitheater on Schmitt Island Project

The Engineering Department will manage the construction of an outdoor amphitheater that will host as many as 8,000 people for national acts will be built over what is currently the former greyhound track on Chaplain Schmitt Island. The City was awarded a $3 million Destination Iowa Grant to assist with funding this $15.8 million project. Projects funded through Destination Iowa must be completed by June 30, 2026. STREETS Project: Dynamic Routing of Traffic

The City of Dubuque is implementing the next generation of an integrated traffic signal system that includes rapid simulation of future traffic conditions based on real-time data collection. Learn more about the STREETS Project.


Planning and Initiatives

Central Ave. and White St. Corridor Study

In January of 2025, the city council approved the Central Ave. and White St. Corridor Traffic Study Summary Report and adopted the Multi-Modal Alternative. The multi-modal design will serve as a guide for the redevelopment and revitalization of the corridor. Learn more about the Central Ave. and White St. Corridor Study.

RAISE Planning Grant: Rebuilding Bridges to Elevate Employment (B2E2)

In 2022, the City of Dubuque received a $2.28 million RAISE Planning Grant from the U.S. Department of Transportation to assist with the planning and design of multimodal transportation corridors, which will connect vulnerable neighborhoods and low-income residents with economic opportunities, recreational amenities, and key community resources in Kerper Blvd. Industrial Park, on Chaplain Schmitt Island, Downtown Dubuque, the Historic Millwork District, and on the west side of the city via the downtown Intermodal Transportation Center. The grant will be administered by the Federal Highway Administration in partnership with the Iowa Department of Transportation. Learn more about the RAISE Planning Grant.


Road Construction Toolkit for Businesses

Business-Toolkit

The City recognizes businesses located in work zones have special needs. It’s critical that customers have access to businesses and that they continue to visit them, regardless of any road work inconveniences. The Road Construction Toolkit for Businesses is offered as a resource for businesses. It outlines what the City provides before and during road construction projects, ideas about what businesses can do to proactively prepare for construction projects in their area, and other helpful information such as the construction noise ordinance, dust control measures, parking and transportation alternatives, and temporary sign permits. Through communication and cooperation, businesses can thrive when road construction is in the area.
