Our Mission

Our mission is to foster an empowered and engaged community where all individuals and families, especially those from underrepresented backgrounds, can thrive. We address barriers within our community through programs, partnerships, and opportunities that enhance access to resources, improve the quality of life for residents, and contribute to a positive, thriving community.

Our Vision

We envision a community where everyone has the resources and support they need to thrive; a community where service is the foundation of our collective impact, and residents are engaged and empowered to contribute to the betterment of our society.

The City of Dubuque Office of Community Impact and Neighborhood Support includes:

• AmeriCorps Program
• Community Outreach and Impact Programs (Volunteer DBQ)
• Community Impact Service Program (Fine and Fee Reform)
• Multicultural Family Center
• Neighborhood Support
• Prevention and Diversion Services

The office's objectives include:

• Work with City departments to achieve fine and fee reform and prevention and diversion outcomes, and forward movement of poverty reduction initiatives. 
• Collaborate with individuals and organizations to identify community needs, leverage community assets, and solve community problems through a collective impact model.
• Increase understanding and knowledge of community members on the impacts of poverty and responding to the needs of communities disproportionately impacted by poverty.
• Partner with organizations and City departments to create positive outcomes for community members disproportionately impacted by poverty.
• Conduct studies, collecting and analyzing data, reporting on performance, and utilizing for program development and improvements.
• Prepare and administer state and federal grant applications, reports, and correspondence.
