City of Dubuque Implementing New Utility Billing System

Beginning with the August billing cycle, the City of Dubuque has transitioned to a new utility billing system. Customers will notice a new look to their utility bills, whether they receive them by mail or electronically.

Due to the change, online utility payments will now be accepted through a new online customer portal. An account number and a new customer ID number will both be needed to create a login/account in the new system. Both numbers can be found on the August/September utility bill.

Customers who had previously paid their utility bills through the online WaterSmart system will now be required to submit payment through the new online customer portal. Customers who had previously set up autopay through WaterSmart will need to turn off those payments and re-initiate them in the new system. As of August 1, account balances and water usage data within the WaterSmart system will no longer be up to date.

Customers also have the option to establish ACH (Automatic Clearing House) payments for their monthly utility bills. ACH payments automatically withdraw funds from the customer’s bank account each month, and do not require the customer to log in to the customer portal. These payments can be set up online via cityofdubuque.org/utilitybilling. Customers who had previously set up ACH payments directly through their utility accounts and not via the WaterSmart system can allow those payments to continue, and will not be required to establish any new payments.

Customers who had previously paid their utility bills by check or in person at the Utility Billing office at City Hall will not need to take any action.
