Overview

The Planning Services Department reports to the City Manager and concentrates on three major activities: City Planning, Development Services and Historic Preservation. Programs provided by the Planning Services Department include:

  • Community planning
  • Development site planning and review
  • Historic Preservation
  • Land use regulation
  • Zoning enforcement

Major collaborations underway include: sustainability, riverfront planning and development, Historic Millwork District, Washington Neighborhood Revitalization, bicycle and pedestrian planning, and Imagine Dubuque, the City of Dubuque Comprehensive Plan. 

Mission

The Planning Services Department's mission is to work in partnership with our citizens to create a more livable community and plan for a better future.

Imagine Dubuque Comprehensive Plan

Dubuque's comprehensive plan, "Imagine Dubuque 2037: A Call to Action," was adopted in 2017 following a year of community engagement that gathered over 12,500 ideas from more than 6,000 residents and stakeholders. The plan serves as a policy guide for the community's physical, social, and economic development.
