NOTE TO VENDORS AND CONSULTANTS 

Following the Pre-Proposal Walk-Thru of Network Design RFP on Thursday, May 26, 2022, it became clear to the members of the RFP team that the scope of the services requested in the original RFP were unclear. Efforts to keep the RFP scope as broad as possible to allow for maximum deliverables under the heading of this proposal resulted in a lack of clarity needed for a successful response.

The city considered re-issuing the RFP or updating the existing document to a more clearly defined and hopefully reasonable scope. We have chosen the latter and have replaced the original RFP request with an updated version of the document. In advance thank you for your interest in the City’s RFP and we look forward to your response.

This version of the RFP supersedes any information that may be in previous presentations or documents.

A summary of changes made to the RFP appears in Addendum 1. 

RFP OVERVIEW

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Vendors also known in the RFP as “Consultants” to perform a complete design and specification services for a Managed Network Infrastructure for the City of Dubuque, Iowa known in this RFP as “City.”

The City is seeking proposals that include specifications for the elements of the assessment, design, and procurement assistance of the wide area information network that connects all City offices, and sites to be connected to a core, redundant backbone. The city has built a network over the past 15 years encompassing over 65 miles of conduit and fiber optic cable. Leveraging and improving that network infrastructure is key to this proposal. There are over 200 locations across several departments that need to connect to the main network backbone in a way that maximizes availability and leverages the investment in the existing network infrastructure.

This project is seeking a vendor that will provide design and implementation guidance assistance through all phases of this project outlined in this RFP. Vendors will be asked to create the following work products as part of the engagement with the City. This RFP response will need to describe your plan, approach, experience, staffing, timeline, and costs to complete the requested work to be performed. This work includes: 

    An assessment report of the current network, identified future needs, and prioritization of work to be done

    Creation of a proposed network design

    Creation of Bid Specification(s) for the purchase, installation, initial provisioning, and warranty maintenance of the network equipment which are included in the proposed network design. 

    Implementation assistance of successful bid proposals

    Vendors should commit to a term of at least 5-years to be available for future projects, on-call consulting, and assistance

The use of ARPA funds should be considered the primary funding mechanism. Proposals should be designed around ARPA bidding, acquisition, installation, deadlines, and any other relevant ARPA requirements.

Qualifications:
The preference of the City is to award a single contract providing a single point of contact for the management of this Equipment and Network Infrastructure. The Vendor(s) will have qualified staff assigned to this project and have experience (within the last 2 years) performing network design and implementation for businesses and/or local government agencies of similar size or larger to the City of Dubuque. Engineer(s) assigned to this project should have Outside Plant (OSP) Fiber Optic Design Certification and Certified Information Systems Security Professional – Architecture credentials or equivalent combination of education, skill, and experience. In addition to technical certifications, staff must show experience in
• Working with stakeholders to discover and understand user needs and requirements to turn high-level product requirements into workflows and designs,
• Establish a partnership with the staff to assess/analyze the situation and agree on targeted results
• Ensure required documentation for infrastructure is produced when the solution is transitioned into operational teams
• Implementation management/oversight to work with the network owners, IT personnel, network designers, estimators, or technicians involved in the design or installation of fiber networks.
