    2. Requirements:
      1. Location- Any owner-occupied dwelling or rental unit located within the City of Dubuque.
    3. Income Limits- Effective 7/2020
      Income limits do apply. All properties must be occupied by households earning no more than 80% of area median income. (Limits are adjusted annually by HUD.)

    5. Rent Limits- Effective 10/2020 Fair Market Rents (FMR)
      Rent limit requirement will remain in effect for 2 years from date of mortgage. Tenants/landlords will be responsible to submit annual rents and income of tenants**
    6. Bedroom Size / Maximum Rent
      1 BR- $612 Max. Rent; 2 BR- $806 Max. Rent; 3 BR- $1,065 Max Rent
    7. 3. Term Forgivable
      Forgiven after 2 years
    8. 4. Loan Amounts
      Maximum assistance per dwelling: $3,500 per dwelling for heat source; $1,500 for water heater.
    9. 5. Eligible for Reimbursement
      Replacement of heating source; Replacement of water heater; Eligible labor expenses; Permit (Must be installed under permit and approved)
    10. The following documents will need to be submitted to our office by mail or in person (put in our dropbox) for your application to be complete:
    11. 1. One year (most recent) tax return & W2s for everyone in the household over the age of 18.
      • If self-employed – two years of tax returns and W2s are required.
    12. 2. Last six weeks of all employer check stubs for everyone in the household over the age of 18.
    13. 3. Social Security Benefits
      If you receive social security benefits, please provide a copy of your most recent Award Letter as verification of benefit. You may contact the Social Security Administration office at 1-800-772-1213 to receive a copy of the letter.
    14. 4. Child Support
      If anyone in the household is receiving child support, please submit documentation such as a divorce decree, Child Support Recovery Unit statement or other proof of support.
    15. 5. Unemployment Benefits
      If anyone in the household is receiving unemployment, a statement from the Iowa Workforce Development office is required. (We are also able to retrieve this information by submitting the authorization to release information form that you signed).
    16. 6. Other Source of Income
      If anyone in the household is receiving any other type of income (pension, FIP, rental income, etc.,) you will be required to submit appropriate documentation as well.
    17. 7. A photo of your appliance label is required**
      An upload link will be added at the end of this app to upload picture and any documentation needed for the application.
    18. A visual risk assessment will be done for lead hazards. City reserves the right to deny applications submitted by OWNERS that are not in good standing with the City.
      YOUR APPLICATION WILL NOT BE CONSIDERED COMPLETE IF THE REQUIRED DOCUMENTATION IS NOT ATTACHED TO YOUR APPLICATION. PLEASE MAKE SURE ALL PARTS OF THE APPLICATION HAVE BEEN FILLED OUT AND SIGNED
