Building Code Updates

The City of Dubuque has adopted the 2018 family of International Codes. The 2017 National Electric Code has also been recently adopted. Effective immediately, all plan review and inspections will fall under these codes. Copies of these codes are available for review in the Building Services Department and Carnegie Stout Public Library. Inspection Updates

Effective October 1, 2019 the City of Dubuque Building Services Department will require all inspections be scheduled a minimum one business day prior to the requested inspection date. This change is being made to better ensure inspector and office availability for our customers. Due to the nature and urgency of certain work, the Building Services Department will continue to accommodate same day inspections for foundations, trench work, gas pressure tests, replacement furnaces and replacement electrical service. The Building Services Department is open Monday through Friday between 8:00 a.m. and 5:00 p.m. Inspections can be scheduled by calling (563) 589-4150. Please have your permit number and project address ready when scheduling inspections.

Contractor Registration and Licensing

City of Dubuque code requires construction contractors be properly licensed and registered. The City of Dubuque Building Services Department will require proof of current registration with the Iowa Division of Labor and credential licenses through the Plumbing & Mechanical Systems Board and Iowa Department of Public Safety prior to issuance of permits.
