On June 16, 2019, at approximately 10:23 PM, officers responded to the 2400 block of White St. for a disturbance with shots fired. Officers arrived on scene and located a 9-mm shell casing. During the same time frame, Ricarddo Thomas, age 35, was transported to Mercy Hospital by private vehicle with a single gunshot wound to the torso. Thomas underwent surgery and was ultimately stabilized and held for additional treatment & observation.

Through witness statements and a review of traffic cameras footage, officers were able to determine that a fight broke out in front of 2464 White St between Thomas and a subject later identified as Fredrick Lyterrel Bateast, age 37, of 1804 Central Ave Apt 2A, Dubuque, IA. Thomas was shot during the altercation while he was trying to run away. Traffic camera footage shows that Bateast appears to be in possession of a handgun which he fires at Thomas.

Bateast left the area on foot and walked to a residence in the 2100 block of Washington. Investigators later canvassed the route that Bateast walked and found a 9-mm handgun in a trash can. Traffic camera footage shows Bateast standing near the trash can. Bateast was last seen walking to the area of 1804 Central Ave.

On 6/18/19, a search warrant was executed at 1804 Central Ave Apt 2A. Investigators located clothing consistent with the clothing worn by Bateast before, during, and after the shooting on 6/16/19. Investigators also located a box of 9mm ammunition which was consistent with the casing located at the scene.

Bateast was arrested on a warrant for Attempted Murder earlier today after turning himself in to authorities at the Dubuque Law Enforcement Center. Attempted Murder is a Class B Felony that is punishable by no more than 25 years of confinement.
