Steger Named Dubuque Housing and Community Development Director

DUBUQUE, Iowa – Dubuque City Manager Mike Van Milligen has named Alexis Steger as the city’s new housing and community development director. Steger had served as the acting director of the department since June when Alvin Nash retired from the position.
“During her time with the City, Alexis has proven to be a highly skilled and talented person who gets things done,” said Van Milligen. “She understands the importance of being data-driven and outcomes-focused. I have the highest confidence that as she manages programs to support some of the most vulnerable in our community she will will do so with the best outcomes for those residents in mind.”
As housing and community development director, Steger is responsible for the management of Dubuque’s housing code inspection, rental housing licensing, federally assisted housing, housing rehabilitation, housing relocation, lead paint hazard reduction, community development, Family Self-Sufficiency, Green and Healthy Homes, Bridges Initiative, and home purchase programs.
Steger began her employment with the City of Dubuque as a confidential account clerk in the engineering department in January 2013. In June of 2015, she was promoted to senior budget analyst in the city manager’s office and served in that capacity until moving to the housing and community development department last June.
Steger holds a bachelor’s degree in criminal justice/business from the University of Wisconsin-Platteville and a master’s degree in business administration and finance from South University in Savanna, Georgia. She is also a certified public accountant and is a member of the Government Finance Officers Association (GFOA) of Iowa and serves as an instructor for the GFOA, teaching data analytics. Steger volunteered as a Court Appointed Special Advocate for children placed in foster care from 2013-2018.
