DUBUQUE, Iowa – On the morning of 4/15/25, the Dubuque County Emergency Communications Center received anonymous information of a concerning situation involving a juvenile and an adult babysitter that had just occurred. The reporting party had contact with a subject claiming to be an adult male in his mid-20s living in Dubuque County. This subject stated that he was babysitting his 10-year-old female cousin that evening (April 14-15). The subject admitted to sexually assaulting the 10-year-old female over the course of the evening and into the morning. The Dubuque Police Department’s Criminal Investigation Division immediately began investigating this tip and is seeking assistance from the public in identifying the subject.
