City Seeking Input on Chaplain Schmitt Island Development Plan, Public Information Meeting on Nov. 12

The City of Dubuque will host an informational meeting for the public to review and provide input on the Chaplain Schmitt Island Development Plan on Tuesday, Nov. 12, at the Jule Operations and Training Center, 949 Kerper Blvd. The meeting will begin at 6:30 p.m. with a short presentation by City staff followed by an open house format until 8 p.m.

The Dubuque City Council has identified Chaplain Schmitt Island as a high priority for several years. Prior planning efforts in 2014 and 2017 created the Chaplain Schmitt Island Master Plan, Placemaking Plan, and Design Guidelines for the island.

Commissioned by the Dubuque Racing Association (DRA), the purpose of the development plan is to research the island’s ecological and natural environment, analyze the floodplain, conduct market and economic assessments, evaluate economic feasibility, review infrastructure needs, and estimate costs for potential development. It provides a comprehensive framework to prioritize, clarify, and move development forward.

The development plan will be considered for adoption by the City Council after review by the Long-Range Planning Commission and the Parks and Recreation Commission. In addition to the upcoming open house, the plan is currently available for review online and open for public comment at www.cityofdubuque.org/csidevplan. Public comments will be accepted through Nov. 26, 2024.
