City of Dubuque Seeking Public Input for Central Ave. and White St. Corridor StudyMay 14, 2024 The City of Dubuque has hired consultant Bolten & Menk, Inc. to conduct a corridor study on Central Ave. and White St. from 4th St. to 22nd St. Identified by the City Council as a high priority, the study will build upon past planning efforts to provide a more detailed analysis of existing conditions, identify a preferred corridor alternative, and create an implementable project plan that will enhance the corridor. “The newly adopted Central Avenue Streetscape Master Plan has uniquely positioned us to transform the corridor into a functional, forward-thinking space,” said Justine Hull, traffic engineer for the City of Dubuque. “Meeting the needs of all users and stakeholders safely and efficiently is our top priority. Strong community input throughout the process will ensure the design enables safe transportation, spurs economic growth, and connects community spaces.” Public input is a key component of the process and will be ongoing throughout the study, which is expected to be completed in December 2024. In partnership with the City’s Office of Shared Prosperity and Neighborhood Support, the consulting team will be going door-to-door along the corridor from May 15 – 17 to speak with residents and businesses about the study and collect input on concerns and opportunities. In addition, the public is invited to learn more and offer feedback at the following in-person events: - Friday, May 17 – Neighborhood Pop-Up at Steeple Square

- Saturday, May 18 – Dubuque Farmers’ Market
- Iowa St., 7 a.m. – 12 p.m.
Through June 14, the public is invited to provide feedback online through an interactive comment map at www.cityofdubuque.org/centralwhite. The map allows users to leave comments in specific areas within the corridor to identify barriers, ideas, and concerns. In addition to leaving comments, users can react to posted comments by “liking” and “disliking” them. Public outreach will continue throughout the project with additional engagement events and a concept alternatives survey in July. Feedback collected from the public will be analyzed to determine common themes and goals that will then be used to craft a vision for the Central Avenue and White Street corridor.
