Most City of Dubuque Offices Closed Tuesday, Jan. 9

Most City of Dubuque offices will be temporarily closed to walk-in traffic on Tuesday, Jan. 9, due to the winter storm.
This includes City Hall, the Municipal Services Center, Leisure Services Department and Multicultural Family Center, and Housing and Community Development Department. While these facilities will be closed to the public, City employees will be accessible by phone or email throughout the day. Additionally, the Carnegie-Stout Public Library will be closed on Tuesday, Jan. 9.
In an effort to help with snow removal efforts, residents who are able are asked to move their vehicles to off-street spaces. To assist with this request, the City will be offering free parking in unreserved spaces in select City-owned ramps beginning at 3 p.m. on Monday, Jan. 8, and extending into next week. Vehicles must be removed by 7 a.m. on Tuesday, Jan. 16, or be subject to regular parking rates. City ramps open for free parking during this time are:
- Central Avenue Parking Ramp, 975 Central Ave.
- 5th Street Ramp, 501 Iowa St.
- Five Flags Ramp, 100 W. 4th St.
- Intermodal Ramp, 351 E. 9th St.
The Jule’s minibus and fixed route service will operate on an on-call basis on Tuesday, Jan. 9, to ensure the safety of passengers and staff. On-demand service will only be available for essential trips on main roads between 4:45 a.m. and 5 p.m. Passengers can call (563) 589-4196 to request an on-call trip.
Tuesday collections of trash and recycling are expected to continue as scheduled, but may be delayed due to the weather. Any items not collected on Tuesday will be collected on Wednesday.
The Housing and Community Development Department’s opening of the Housing Choice Voucher Program wait list originally scheduled for Tuesday, Jan. 9, has been postponed to Thursday, Jan. 11.
Utility Billing customers have several options for making a payment during City Hall’s closure:
- Online at www.cityofdubuque.org/payment.
- By calling (563) 589-4144 and then selecting option #1 for phone payments. E-check payments will have no fee. Credit cards will have an applicable transaction fee.
- At the drop box outside City Hall at the 13th Street entrance (please do not put cash in the drop box).
- Checks can be mailed to: Utility Billing, City Hall, 50 W. 13th St., Dubuque, IA 52001.
- ACH (Automated Clearing House) and e-check automatic bill payments will continue as regularly scheduled.
- Payments can be made at U.S. Bank, Dubuque Bank and Trust, and Fidelity Bank locations if you are a bank customer.
Parking tickets payments can be submitted online at www.cityofdubuque.org/payment, dropped off at the City Hall drop box, paid by credit card over the phone, or in-person at the City’s Intermodal Center, 950 Elm St., Monday through Friday, 7:30 a.m. - 4:30 p.m.
