Dubuque Police Investigate Threats

DUBUQUE, Iowa – On August 7, 2022, at approximately 10:34 PM, the Dubuque County Emergency Communication Center received reports of a threat of violence that was posted on social media and directed at Clarke University, 1550 Clarke Dr. Dubuque Police and Clarke University officials began investigating the threat and found it was posted by a former student. Clarke University officials locked down their facilities out of an abundance of caution while Dubuque Police continued to investigate the incident and obtained a warrant for the former student’s arrest.
The suspect in this case was identified as, Rashaud Colbert, 23, with no known address. Colbert was located this morning in Darien, IL, and was arrested by the Darien Police Department on a warrant charging Threat of Terrorism.
Threat of Terrorism is a Class “D” Felony. Class “D” Felonies are punishable by confinement for no more than five years and a fine of at least $750 but not more than $7,500.
Normal operations and activities have resumed at Clarke University.
As with any criminal case, the charges filed are allegations and any suspects are presumed innocent until convicted in a court of law.
