Pedestrian Struck by Vehicle Update

DUBUQUE, Iowa – On January 21, 2022, at approximately 11:48 a.m. Dubuque Police and Fire Departments responded to the entrance of the Diamond Jo Casino parking ramp 351 Bell Street for a pedestrian struck by a vehicle.

The initial investigation revealed a 2013 GMC Terrain being driven by Norman LeGrand, 86, of Dubuque, turned into the parking ramp entrance from Bell Street and struck Linda Vandermeulen, 69, of Dubuque.     Vandermeulen was pronounced dead at the scene.

The investigation remains ongoing.
