City Updates Standards for Housing Choice Voucher Program

DUBUQUE, Iowa – The City of Dubuque Housing & Community Development Department has set new voucher payment standards for the City’s Housing Choice Voucher Program, the federally funded rental assistance program for income-eligible households.
The U.S. Department of Housing and Urban Development (HUD) sets income limits and other rates that determine voucher payment amounts through the City’s Housing Choice Voucher Program. On Oct. 1, 2020, HUD announced that fair market rent rates in the Dubuque County area increased significantly, causing the City to increase the rental assistance voucher payment standards.

The increase in voucher payment standards will assist tenants in securing units throughout the city. The City of Dubuque has further increased voucher payment standards in “Exception Rent Areas,” which are specific census tracts that experience higher rent rates and are underserving current housing choice voucher holders. Exception rent rates are higher to allow for mobility and further promote housing choice within the city.
The increase in voucher payment standards will also allow landlords to accept housing choice vouchers without having to decrease a unit’s rental price. Property owners interested in listing a vacant unit with the City can visit
