Two Arrests Made in Shooting Investigation

DUBUQUE, Iowa – On July 18, 2020 at approximately 4:41 p.m. Dubuque Police arrested Javarise Jackson, 24 years old, and Deonte Massey-Beavers, 24 years old, both of Dubuque on arrest warrants related to a shooting investigation from July 22, 2020.
At approximately 9:49 p.m. on July 22, 2020 Police met with Denzel Hayes, 26 years old, of Dubuque at UnityPoint Finley Hospital who was being treated for a gunshot wound to his leg. Hayes told Police he was standing with a group of people near 15th Street and Bluff Street when he was shot, possibly by someone in a passing vehicle. Investigators utilized the City of Dubuque traffic camera system to track the suspect vehicle and ultimately identify Jackson and Massey-Beavers as the occupants of the vehicle.
Jackson is charged with Carrying Weapons, Reckless Use of a Firearm Causing Bodily Injury, Going Armed with Intent, and Intimidation with a Dangerous Weapon.
Massey-Beavers is charged with Reckless Use of a Firearm Causing Bodily Injury, Going Armed with Intent, Intimidation with a Dangerous Weapon and Possession of a Firearm by a Domestic Abuse Offender.
Investigators continue to investigate Jackson and Massey-Beavers for potential involvement in other recent reports of shots fired.
Both are being held in the Dubuque County Jail.
Carrying Weapons is an aggravated misdemeanor punishable by two years in prison. Reckless Use of a Firearm Causing Bodily Injury is a class “D” felony punishable by five years in prison. Going Armed with Intent is a class “D” felony punishable by five years in prison. Intimidation with a Dangerous Weapon is a class “C” felony punishable by ten years in prison. Possession of a Firearm by a Domestic Abuse Offender is a class “D” felony punishable by five years in prison.
