April 28, 2020 -- For Immediate Release On April 27, 2020 at approximately 4:35 a.m. Dubuque Police responded to the area of 24th Street and Jackson Street for the report of shots fired. The area was checked; however, no evidence was located to confirm a shooting.
At approximately 6:30 a.m. Kobin Thomas of 2255 Jackson Street contacted Police after finding a bullet hole in a window at his residence. Officers recovered additional evidence from the shooting outside of the residence including bullet casings. There were no injuries reported. City of Dubuque traffic camera footage was reviewed, and a suspicious newer black truck was observed in the area before and after the shooting. This vehicle was later discovered to have been stolen from East Dubuque earlier in the day.
At approximately 12:50 p.m. investigators with the Dubuque Police Department located the stolen truck near the Penn Place Apts. 3702 Pennsylvania Ave. Three juveniles, ages 15, 16 and 17 were located inside the truck along with a handgun that matched the caliber of the gun used in the Jackson Street shooting. The three juveniles were transported to the Dubuque Law Enforcement Center where they were ultimately charged with Theft of the motor vehicle (Theft 1st Degree) and placed in detention by Juvenile Court Services. The investigation remains ongoing.
Theft in the 1st degree is a class C felony punishable by 10 years in prison.
As with any criminal case, the charges filed are allegations and any suspects are presumed innocent until convicted in a court of law.
