Port of Dubuque Master Plan and Design Standards Development and redevelopment of existing sites in the Port of Dubuque Riverfront District must comply with the Design Standards of the Master Plan. The Design Standards address both the Built Form and the Public Realm. These standards apply to new and existing buildings, structures, facilities, sites and vessels.

Downtown Design Guidelines The Downtown Design Guidelines address exterior architectural design as well as streetscape and landscape design. They apply to exterior alterations, additions, or the rehabilitation of existing buildings as well as new structures and parking lots. The Downtown Design Guidelines apply to private and public improvement projects in the project area financed in whole or in part by public funds.

Old Town Neighborhood Overlay District Guidelines It is recognized that the older areas of Dubuque primarily in the downtown and surrounding neighborhoods require site design standards that respect the historic context of their development. Old Town Neighborhood (OTN) design guidelines enable property owners to renovate, redevelop or expand their businesses or buildings within a framework compatible to their neighborhood character and surrounding environs.

Historic District Guidelines The Historic District Design Guidelines apply to regulated exterior alterations and new construction in the City’s historic districts, including public works projects. They apply to exterior alterations, additions, or the rehabilitation of existing buildings as well as new structures and parking lots. The Historic District Design Guidelines have two components: Architectural Guidelines and Streetscape & Landscape Guidelines.
