Apply for Service

New Customers
Customers who have not previously had City of Dubuque Utilities in their name will need to complete an application form and provide identification. Businesses need to provide IRS Form W-9 Request for Taxpayer Identification and Certification.

Returning Customers

Customers who have had service in the last three years may contact utility billing by phone to have service initiated. Those customers who have not had service in the last three years will need to complete an application and show proof of identification.

All prior accounts must be paid in full before a new account can be established.

Transferring Service

Customers moving from one location to another need to contact the office to arrange for final reading at old location and initial reading for new location. A minimum notice of two business days is required to discontinue service on the agreed upon date.

All account balances must be current before a new account can be established.


Discontinuing Service

Property Owners

Contact Utility Billing Office to arrange for a final meter reading. Service will remain in property owner’s name until a new customer has been accepted for service. A minimum notice of two business days is required to discontinue service on the agreed upon date.


Vacant premises where water is disconnected are subject to monthly storm water fee and a $5 minimum monthly water bill.
